Program

County Supervisor, Jim Desmond was our guest speaker. With District boundary changes to District 5, Supervisory Desmond recently became responsible for Escondido along with all of the cities along the Route 78 Corridor… Supervisor Desmond served previously as the Mayor of San Marcos, and managed his elected positions while still actively fulfilling his career as a Delta Arlines pilot…

Supervisor Desmond shared the depth and variety of services managed by the County to benefit residents of the County unincorporated areas and the Cities… He spoke about the importance of his role representing all of the cities and the county areas along State Highway 78… And, the importance of that transportation corridor, both for traffic, but also the economic strength of the North County region…

County Supervisor, Jim Desmond speaking to Sunrise Rotarians…President Richard speaking to Sunrise Rotarians…

The Supervisor spoke about the challenges of dealing with the homeless issue in our region. He shared that much of the issues relating to homelessness are of a mental health origin…  There is more to dealing with the issue than just providing residential support… He commented that State law affects the way local governments can deal with the homeless… And, he shared about efforts to enhance the custodial support that is needed…

He spoke about efforts, coordinated with law enforcement and local hospitals to created “crisis stabilization” centers to deal with mental health issues that can lead to violence… There are five such centers in the County, and he was proud to share that there are three in the North County region…

Supervisor Desmond also spoke about the need for housing; especially, affordable market rate housing for seniors. The County owns property just east of the former Palomar Hospital site on East Valley Parkway, and there will be plans forthcoming to created affordable senior housing on that site…

One of the critical concerns facing the County, especially law enforcement, is the easily available fentanyl… So available, that it has become the leading cause of death in overdose situations… in 2021, there were 800 deaths in the County from fentanyl overdoses, up from 300 in 2018…

Another topic of great concern for him and elected officials in North County, are the recent SANDAG actions to neglect the promise to use transportation sales tax funds for widening major highways in North County. SANDAG had brought forth a plan to get drivers out of their cars via ‘miles-driven’ taxation… Basically forcing people into mass transit modes… To quote the Supervisory, “North County is getting screwed”…

Supervisor Desmond closed his remarks by strongly encouraging all North County residents to familiarize themselves with the issues relating to transportation so that we can stop additional tax increases intended to get us out of our cars and to use our approved tax funds for transportation modes that will not benefit the large majority of County drivers…
