Past Presidents Jim Ponder and Jeff Johnson, fresh off a successful Grape Day 5K have had some discussions with local leaders and are proposing that we, along with other groups, re-ignite Grape Day…

The event could tie into a new date and ‘Brews and Blues’ with Bonsall Rotary along with other activities centered in Grape Day Park.
What we found was, without a Grape Day event following our 5K, there was a gap in activities for our participants… We could make it a day long event in the Park… Other groups are interested, so it wouldn’t be just Escondido Sunrise…
Club members voiced their support for the idea… More to come.

Program:
Past President Mark Hoekstra introduced our speaker, Escondido Police Chief Craig Carter. The Chief proceeded to highlight some of the important law enforcement issues facing Escondido. With 159 sworn officers and 84 more support personnel, the PD is the largest department in the City with an overall budget of about $42M.
Important priorities include Crime suppression, traffic issues, Grape Day Park management for homeless issues, Downtown, Quality of Life, Panhandling and overall; a safe, clean and efficient city….

Chief Carter also spoke about several State of California statutory issues that impact local safety and create issues for local law enforcement. From early release of state prison inmates, to reduction in felony crimes to misdemeanor crimes, and racial profiling measures to document patterns of officer actions. Additional concerns are recreational use of ‘dope’ and the manner in which police can determine if residents are under the influence and finally the concerns over the local PD’s ability to work with Federal Law Enforcement in dealing with criminal aliens. A big part of EPD’s leadership issues are to maintain a positive attitude in dealing with some of the above new laws…
Some statistics that are important to the community regarding our law enforcement efforts, relate to the number of officers per 1000 population, the amount of police spending per capita and response times. Escondido has 1.05 officers/1,000 population, and spends $260 per person per year in operating expenses. EPD maintains a 4 minute response time for priority one crimes reported, and a 6 minute response time for property crimes. Chief Carter closed his presentation sharing the importance of dealing with juvenile crime, and he lauded the efforts undertaken towards diversion of juvenile offenders from the criminal justice system…
