Assistant District Governor, Richard Fogg; providing information to Sunrise Rotary Members regarding the upcoming joint club meeting at the San Diego Zoo Safari Park on Wednesday May 15… The program begins at 12 Noon; the club with the most attendees will receive a Paul Harris Fellowship to award as they choose.  Sunrise Rotary will be dark on Thursday May 16…

Program: 

Cynthia Macedo of the Education Compact and SGT Ryan Van Zandt of the Escondido Police Department provided a community information briefing on the Police Body Camera Program…

In 2011, the Escondido PD was the only law enforcement agency in San Diego County with Body Cameras issued to officers. Since that time, most agencies have begun the practice, and the quality of the cameras, the audio capabilities and the operating modes have improved greatly. The newer devices are also more durable, more easily activated, and are considered for mandatory use in most situation where public contact takes place with an Officer.

Part of the presentation was intended to demonstrate the effectiveness of the cameras compared to human eye-witness awareness. 

 

 

A video was shown that depicted various perspectives of an encounter with an armed motorist. Use of the camera by the primary contact Officer and his backup Officer, showed the effectiveness of cameras to depict circumstances that face officers. SGT Van Zandt discussed the use of the video information by supervisors to assess Officer actions, and for background evidence when preparing court cases.

Information was shared to show the advantages of camera use, and the means by which the video data is used….

 

 

 

SGT Van Zandt estimated that he will view 10-15 videos per shift, and often uses video data in training settings.
